William A. Shilling, Jr.

William A. Shilling, Jr. has practiced law in Putnam County, New York since 1983. A native of Carmel, Bill began his legal career as an assistant county attorney before moving on to the Law Office of Curtiss, Leibell, & Shilling, where he was a partner until 2007. Forming the Law Offices of William A. Shilling, Jr., P.C., in 2007, the firm focused in practicing real estate law, along with land use and planning, estate law, corporate formations, and general and civil litigation.

During his years of practice, Bill has also been a valuable member to the local community. Previously, he has served as the Vice-President of the Carmel Civic Association, President of the Putnam County Bar Association, and a Carmel Central School District School Board Trustee.

Frank J. Smith III

Frank J. Smith III earned his Juris Doctor degree, cum laude, from the Elisabeth Haub School of Law at Pace University in May 2018 and passed the July 2018 Uniform Bar Exam. Frank is admitted to practice in New York, as well as Connecticut. 

Frank graduated from Syracuse University, magna cum laude, in 2014 with a Bachelor’s Degree in History, and a minor in Education. In his last semester, Frank was awarded the Bernice Hogan Prize for the best undergraduate paper written in a history class for his thesis title, “Kennedy’s Paradox: The United States, France and Algeria, 1960-1963.” While at Syracuse, Frank was also a member of the Phi Alpha Theta History Honor Society, and served as president of the Pi chapter of Psi Upsilon Fraternity.

Beginning in May 2014 Frank served as the Deputy Director of the Putnam County Visitors Bureau, which is Putnam County’s designated Tourism Promotional Agency which administers the I Love New York Program. Frank held that position until March 2016 when he became the Acting Director through March 2017. During that period Frank reconstituted the agency’s board of directors and ensured compliance with New York State Charities law.
